Bylaw #827 Information

For more information on the proposed water project in the Village, please read below:

Recent inspections of the Village’s existing water distribution pumphouse and waterline from the pumphouse have presented several deficiencies. The existing water distribution pumphouse is located across the CP rail tracks from the vast majority of the Village including critical infrastructure.  

Existing water system details in the area are also not well documented, however available record information on the CP rail crossing indicates that the original wood stave construction remains.  This infrastructure pre-dates the current regional water supply and the previously decommissioned water treatment plant.

Village staff were unable to complete a physical investigation of the condition of the waterline without significant risk of catastrophic failure. The nature and placement of the waterline are such that failure represents significant risk to the Village water supply and active rail infrastructure in a location that is not conducive to emergency repair or temporary piping solutions.

As a result, the Village applied to receive funding under the Alberta Water/Wastewater Partnership program in early 2022 for replacement of the railway crossing and upgrades to the pumphouse.

Grant funding was received in the amount of $1,185,000, with the total cost of the project expected to be $1,580,000.  The Village is responsible to provide 25% of the costs of the project under the grant funding guidelines, which is $395,000. 

The detailed design of the upgrades has commenced, and construction is scheduled for summer 2023.

Seniors Property Tax Deferral Program

Did you know: Eligible senior homeowners can defer all or part of their municipal property taxes with a low-interest home equity loan.

The Seniors Property Tax Deferral Program allows eligible senior homeowners to voluntarily defer all or part of their residential property taxes, including the education tax portion. This is done through a low-interest home equity loan with the Government of Alberta.

If you qualify, Seniors Property Tax Deferral Program will pay your residential property taxes directly to your municipality on your behalf.

The 2021 Tax and assessment notices have been sent out on March 25, 2021.  

TAKE NOTICE that you are assessed for the taxation year as shown. The Assessment Roll will be open for inspection during office hours and if you or your agent desire to object to the entry or omission of your name or that of any other person upon the said roll, or object to your assessment or any assessment, you or your agent must lodge your complaint in writing before the final date for appeal shown above. Send assessment complaints to:

An appeal fee of $300.00 will be charged.

New Downtown Building

The Village of Carmangay will complete a new 2,400 square foot building in the downtown adjacent to the Village office. The building will have 3 spaces: 671 sq ft, 521, sq ft and 755 sq ft that can be leased separately or joined together for a larger space. The Village is also considering creating a shared office space or business incubator to stimulate new businesses in Carmangay.

About the Village of Carmangay

Carmangay, the oldest municipality in Vulcan County, is a peaceful village beautifully situated on the Little Bow River. It is home to many local businesses, service groups and organizations that service the community and surrounding area. The village is agriculturally supported, both in dryland and irrigated production. We are looking for an experienced Bank Specialist to join the Village.

26 hours a week. Tuesday to Friday.

About the Role

The Bank Specialist is responsible for the day-to-day operation of the Village of Carmangay ATB agency.  This role reports to the Finance and Administration Manager.  The bank is open from 9am to 3pm Tuesday to Friday and closed at noon for a half an hour.

Key Responsibilities

  • Assist customers with bank transactions at the front counter.
  • Create an accurate opening and closing each day.
  • Maintain all required ATB Training and attend web informational sessions.
  • Assist with required audits.
  • Promote opportunities for the ATB agency to expand its customer base.
  • Other duties as required.

Qualifications

  • Experience with MS Office and computer systems.
  • 1-2 years of experience working in an office environment
  • Exceptional customer service.
  • The ability to multi-task
  • Team player

Village of Carmangay and Vulcan County sign Intermunicipal Collaboration Framework

Vulcan County and the Village of Carmangay have signed an Intermunicipal Collaboration Framework agreement.  The agreement is available on the Village website under Documents.

Municipal Affairs requires all adjoining municipalities to complete an Intermunicipal Collaboration Framework agreement prior to the April 1, 2021 deadline.  They are described by the Alberta Government as follows;

Frameworks are intended to:

  • provide for integrated and strategic planning, delivery and funding of intermunicipal services
  • allocate scarce resources efficiently in the providing local services
  • ensure municipalities contribute funding to services that benefit their residents

Administration in both municipalities have spent considerable time to capture and negotiate the details of the agreement.  An ICF committee was struck and met with the members including 2 elected officials and the CAO from each municipality.

Some important notes about the agreement include:

  • The agreement will be reviewed by both parties in 2023.
  • The 5 Villages in Vulcan County spent considerable time over the last year to standardize the agreements as much as possible to each have similar provisions.
  • With respect to the Carmangay and Region Recreational Board the following is important;

“In the most recent recreation board agreement, the municipalities agreed that recreation boards should undertake ten-year capital plans. To date, these capital plans have yet to be undertaken and the municipalities hereby agree

that they will discuss the best way to assist the Carmangay and District Recreation Board with this capital planning.

It is recognized that by undertaking ten-year capital plans, the Carmangay and District Recreation Board and the municipalities will be in a better position to pursue grant funding opportunities, including the use of municipal capital grant programs, and thereby lessen the immediate impact on local ratepayers.”

  • Vulcan County has agreed to a policy to provide $250,000 of in kind machinery and work as well as aggregate that can be accessed over the next 10 years.

Village of Carmangay Becomes Electrically Net Zero for Municipal Infrastructure

Village of Carmangay Becomes Electrically Net Zero for Municipal Infrastructure

The Village of Carmangay, in partnership with Municipal Climate Change Action Centre, Federal Gas Tax Fund and Alberta Municipal Sustainability Initiative, has taken a major step forward in progressing as an environmentally and financially sustainable municipality. Mayor Stacey Hovde added “Carmangay is fortunate to be able to leverage an MCCAC grant to make our Village greener and a viable destination for new business.”

The project creates 145.9 kW of DC power or 213,765 kilowatt hours per year that is then converted to AC power that goes back into the electrical grid. The green energy produced, more than offsets all of the electricity currently used by the Village for its buildings and infrastructure. The additional electricity created will provide power for the upcoming electric car charging station that will be free to those that would like to visit Carmangay and enjoy the new restaurant, library and other amenities.

The total cost of the project was $380,000. The project was funded in part by the Alberta Municipal Solar Program offered by the Municipal Climate Change Action Centre, a partnership of the Alberta Urban Municipalities Association, Rural Municipalities of Alberta and the Government of Alberta. The balance of funding was provided by an Alberta Municipal Sustainability Initiative grant as well as the Federal Gas Tax Fund grant.

The vendor chosen to complete the project was 3B Energy from Lethbridge, AB. There are 384 solar panels mounted two high on three rows of racks. The solar panels have a 25-year warranty and even in the winter the panels will produce a significant amount of electricity..

The system is expected to produce an annual savings of $13,403, based on 2019 electricity prices. The Municipal Climate Change Action Centre grant made the project viable and reduced the payback period to between 14 and 15 years against the 25-year lifecycle of the solar farm.  The payback timeframe will be reduced further when electricity rates climb.

The Village of Carmangay is a great choice for business owners and those wishing to enjoy the natural beauty, green energy, and growing list of amenities.
